Fatih Leblebici

Mehmet Fatih Leblebici is a high-level strategist and executive specializing in public policy, development planning, and strategic management. With a career spanning over four decades across key government institutions and international organizations, he brings extensive expertise in industrial policies, investment incentives, and corporate governance.

Background

Leblebici graduated from Gazi University with a degree in Mechanical Engineering and later earned his Master’s degree in Economics from Western Illinois University, focusing on macroeconomic growth and international trade. He began his professional journey as a research engineer at Middle East Technical University and subsequently served as an engineer at the TPAO Batman Refinery. His transition into the public sector started at the State Planning Organization (DPT), where he specialized in sectoral analysis and project evaluation—laying the foundation for his long-standing career in national development planning.

 

Between 1990 and 2003, Leblebici held critical roles within the State Planning Organization as a Sector Coordinator, overseeing industrial policies and state aids. In 2003, he was appointed as Prime Ministry Advisor, a role he held until 2006, followed by senior advisory positions at the Ministry of Development. Throughout this period, he represented Turkey in international arenas, including the OECD Industry Committee and the World Trade Organization, focusing on global trade and investment frameworks.

 

In 2018, Leblebici assumed the role of Head of Strategy Development at the Ministry of National Education, where he led strategic planning, budgeting, and performance management for one of the country’s largest public institutions until 2023. Following his tenure as Senior Ministerial Advisor, he transitioned into the private sector. In 2025, he was appointed General Manager and Project Manager at Doria Software R&D, leading the Turkish operations of a US-based technology firm within ODTÜ Teknokent.

 

Beyond his executive roles, Leblebici has served as a Board Member and Auditor for numerous prominent organizations, including Sümer Holding, UNESCO Turkey National Commission, and various regional electricity distribution companies. He has also contributed to academic circles as a lecturer in econometrics and mathematics at Gazi University.
